He grew up in Lviv, where after the entry of the Polish Army he joined the 5th Legion Infantry Regiment as a volunteer and participated in the defense of the city against the Bolsheviks. After the war, he left for Warsaw, where he took the entrance exams to the School of Fine Arts in 1923, but was not accepted. After moving to Poznań from 1925, he studied at the State School of Decorative Arts and Artistic Industry for four years, and then worked as a decorator and stage designer for the Polish Theater in Poznań. Two years after graduation, in 1931, he settled in Gdynia, where he began working as a decorator and interior designer. He designed the décor for the reception area of the Marine Station, the interiors of the Komunalny Kasa Oszczędności (Municipal Savings Bank) building and the stalls of the Craft and Industrial Exhibition held in Gdynia in June and July 1935. He also created posters and advertising slides and designs for ballroom décor. Having married Felicja Kałamajska, who came from a Toruń merchant family, he was associated with that city for the rest of his life. In 1945, he initially took the position of head of the Provincial Department of Culture and the Arts, and later as a clerk for culture and the arts at the Mayor of the City of Toruń. Also in 1945 he was the founder of the Artists' Cooperative "Rzut", which after four years became part of Cepelia. Jozef Kozlowski served there as manager until 1952, and later as an art advisor. Since 1947 he held the title of painter in the field of interior design, and in 1954 he became professionally associated with Nicolaus Copernicus University, initially as an assistant, then took the position of associate professor, and later assistant professor. Since 1962 he headed the Department of Interior Design, at the same time he also became vice-dean of the Faculty of Fine Arts at Nicolaus Copernicus University and held this position until 1966. In 1965 he married Barbara Narębska-Dębska,a graphic designer. In 1974 he was awarded the title of associate professor, and retired a year later.
